Mission

The University Teaching Hospital of Rwanda is committed to provide quality health care according to international standards, train health professionals, contribute to the development of human resources, conduct outstanding research and provide technical support to the health system. This will be achieved with competent and motivated staff and in collaboration with all stakeholders within available resources.

Background

The University teaching hospital of Kigali/CHUK is the largest hospital located in District of Nyarugenge at KN 4 Ave, Kigali City. It is also the biggest referral hospital of the country with a capacity of 483 beds. CHUK provides quality healthcare to the population, training, clinical research and technical support to district hospitals.

Some important dates for CHUK:

  • In 1918: it was built;
  • In 1928, it worked as health center;
  • In 1965, it worked as hospital.
  • From April 1994 to 1996, the CHK has served as a health center, a district hospital and as a referral hospital as well.
  • In 2000, with the enactment of law Nr. 41/2000 of 7/12/2000 on the establishment and organization of the University Teaching Hospital "CHUK", the CHK became a public institution with legal personality known as “University Teaching Hospital of Kigali”.

Dr Tharcisse Mpunga

Director General

Dr. Tharcisse Mpunga is an accomplished health leader with over 15 years of experience in Rwanda’s healthcare sector. As the current Director General of CHUK, he brings extensive expertise in health systems strengthening, clinical leadership, and public health strategy. Prior to this role, Dr. Mpunga led the development and implementation of the Butaro Cancer Center of Excellence (BCCOE), advancing specialized cancer care in Rwanda, and later served as Rwanda’s Minister of State in Charge of Primary Health Care from February 2020.

Dr. Mpunga also played a key leadership role in coordinating Rwanda’s national COVID-19 vaccination program, contributing to the successful nationwide rollout. Alongside his executive responsibilities, he is pursuing a doctoral degree in Cancer Epidemiology, focusing on infections associated with cancer in Rwanda and promoting practical, effective strategies for early detection of women’s cancers. His leadership reflects a strong commitment to improving healthcare quality, advancing research, and strengthening patient-centered care in Rwanda.

The Deputy Director General (Support Services) is responsible for overseeing non-clinical, corporate, and infrastructure functions of the hospital. The DDG's responsibilities include key operational and administrative Units highlighted bellow:

  • Finance and Internal Resources Management
  • Human Resource Management
  • Procurement
  • Administration and Logistics
  • Medical Equipment & Infrastructure Development
  • Planning, Monitoring & Evaluation
  • Information & Communication Technology support 

the Deputy Director General for Support Services plays a crucial role in ensuring that CHUK’s supporting systems work efficiently so that clinical care delivery can function smoothly.

The Deputy Director General for Clinical Services at the University Teaching Hospital of Kigali (CHUK):

According to CHUK’s Official Gazette organisational structure, there is a formal position titled Deputy Director General / Clinical Services and Medical Education. This role sits within the Executive Organ of CHUK alongside the Director General and the Deputy Director General for Support Services. The mandate of this office is to support and implement CHUK’s clinical, educational, and research missions under the direction of the Director General.

The position typically combines oversight of the following areas:

  • Clinical Services Division – coordinating the hospital’s medical departments and clinical care delivery systems.

  • Clinical Education & Training – aligning teaching programs for medical students, postgraduate trainees, interns, and other health learners within CHUK.

  • Medical & Applied Health Research – providing strategic leadership for research activities, ethics governance, and scholarly output at the hospital teaching site.

This means the Deputy DG works closely with clinical department heads, educators, and research leadership to ensure CHUK fulfills its role as Rwanda’s largest referral hospital and a key medical education and research institution.

Responsibilities

Deputy DG Clinical Services & Medical Education at CHUK is generally expected to:

  • Support the Director General in strategic decision-making related to clinical quality, care standards, and patient outcomes.

  • Coordinate clinical departments and specialties to ensure consistent and evidence-based medical practice.

  • Oversee teaching and training programs, ensuring CHUK maintains high standards as a teaching hospital.

  • Guide research strategy and oversight, including ethical governance and scientific output.

  • Represent CHUK externally in educational and research partnerships with universities, professional bodies, and health research networks.
