General Directorate

The General Directorate of CHUK provides strategic leadership and overall management of the hospital. 

General Directorate 

The General Directorate is the central leadership and administrative body of the University Teaching Hospital of Kigali (CHUK). It provides overall strategic direction, institutional governance, and coordination of all hospital activities to ensure the delivery of high-quality, safe, and patient-centered healthcare services.

Core Responsibilities

  • Strategic Leadership and Policy Implementation
    Defines the hospital’s vision, mission, and strategic priorities, and ensures alignment with national health policies and regulations.
  • Hospital Administration and Governance
    Oversees day-to-day operations, institutional management, and compliance with legal and regulatory frameworks governing public health institutions.
  • Coordination of Clinical and Support Services
    Ensures effective collaboration between clinical, diagnostic, and support departments to maintain efficient and integrated healthcare delivery.
  • Human Resource Management
    Supervises staff recruitment, development, performance management, and welfare to maintain a competent and motivated workforce.
  • Financial and Resource Management
    Oversees budgeting, financial planning, and optimal use of hospital resources to ensure sustainability and accountability.
  • Quality Assurance and Patient Safety
    Promotes continuous quality improvement, patient safety standards, and evidence-based healthcare practices across the institution.
  • Partnerships and Institutional Development
    Strengthens collaboration with government bodies, academic institutions, health partners, and international organizations to advance healthcare, training, and research.

Through strong leadership, accountability, and innovation, the General Directorate ensures that CHUK continues to fulfill its mandate as a leading national referral and teaching hospital, committed to excellence in healthcare, education, and research.

Dr. Tharcisse Mpunga

Director General

Dr. Tharcisse Mpunga is an accomplished health leader with over 15 years of experience in Rwanda’s healthcare sector. As the current Director General of CHUK, he brings extensive expertise in health systems strengthening, clinical leadership, and public health strategy. Prior to this role, Dr. Mpunga led the development and implementation of the Butaro Cancer Center of Excellence (BCCOE), advancing specialized cancer care in Rwanda, and later served as Rwanda’s Minister of State in Charge of Primary Health Care from February 2020.

Dr. Mpunga also played a key leadership role in coordinating Rwanda’s national COVID-19 vaccination program, contributing to the successful nationwide rollout. Alongside his executive responsibilities, he is pursuing a doctoral degree in Cancer Epidemiology, focusing on infections associated with cancer in Rwanda and promoting practical, effective strategies for early detection of women’s cancers. His leadership reflects a strong commitment to improving healthcare quality, advancing research, and strengthening patient-centered care in Rwanda.

Directorate of Internal Audit

The Directorate of Internal Audit provides independent and objective assurance to improve the hospital’s operations and governance.

Legal Affairs Office

The Legal Affairs Office provides legal guidance and support to ensure the hospital operates in compliance with applicable laws and regulations.

Directorate of Public Relations & Customer Care

The Directorate of Public Relations & Customer Care manages communication, public engagement, and patient relations to promote a positive hospital image and high-quality service experience.

Quality Assurance Management Unit

Quality Assurance Management Unit, is responsible for ensuring and improving the quality of health care services and hospital operations.
